A number of Vermilion County municipalities will be receiving their second round of COVID relief funding.
Gov. JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced that more than 1,200 small cities, towns and villages across Illinois – Non-Entitlement Units (NEUs) – will receive $371 million as part of the second round of funding through the federal American Rescue Plan Act (ARPA) specifically designated for NEUs.
NEUs are receiving a total of $742 million between the first and second funding allocations.
“As communities continue to recover from the pandemic, we are issuing the second round of federal funding for a total of $742 million specifically designated for smaller localities,” Pritzker said. “This critical funding will help localities cover remaining pandemic-related costs incurred while supporting communities in every region of the state.”
Through ARPA, in accordance with federal rules, COVID-19 relief funding was provided directly to localities with a population above 50,000 while states distributed relief funds to NEUs – which are cities, towns and villages that did not receive direct aid from the federal government. NEUs received funding as part of the first tranche in the fall of 2021 and recipients who claimed funds last year will automatically receive the second half of funding. The funding can be used to cover expenses incurred while responding to the COVID-19 pandemic.
“Under Governor Pritzker’s leadership, Illinois has leveraged all opportunities to support our communities and accelerate a strong economic recovery,” said DCEO Director Sylvia I. Garcia. “The funding issued … is part of billions of dollars of support that has been provided to small cities and towns across Illinois. This final round of federal funding will serve as additional resources for communities that have incurred unexpected costs due to the pandemic.”
The funds can be used to cover revenue losses and the costs of responding to the COVID-19 public health emergency or to its negative economic impacts on households, small businesses, impacted industries, essential workers, and the communities hardest-hit by the crisis. These funds can also be used to invest in building, maintaining or upgrading water, sewer and broadband infrastructure.
During the first round of funding, localities were required to claim their allotments and unclaimed funds were re-distributed to other recipients. During the first round, 99.9 percent of funds were claimed by eligible communities with less than 0.1 percent redistributed.
ARPA established the Coronavirus Local Fiscal Recovery Fund to provide a critical source of relief for local governments, including smaller governments which had not received direct fiscal assistance from the federal government in response to the COVID-19 pandemic prior to the passage of ARPA. States, including Illinois, are receiving funding from the U.S. Treasury Department to distribute to smaller local governments on a per-capita basis. Larger cities and counties already received funding directly from the federal government.
Communities will receive the same amount of funding as the first round. Each local government receiving funds will be required to provide a project expenditure report to the U.S. Treasury by the end of April, then annually thereafter. Each must follow all federal compliance and reporting responsibilities. DCEO will continue to help local governments navigate the reporting requirements.
Those receiving funding in Vermilion County: Allerton village (266 population used, $18,099, for a total of $36,198); Alvin village (249 population, $16,942 for a total of $33,885); Belgium village (367 population, $24,0971 for a total of $49,943); Bismarck village (530 population, $36,062 for a total of $72,124); Catlin village (1,926 population, $131,049 for a total of $262,099); Fairmount village (596 population, $40,553 for a total of $81,106); Georgetown city (3,185 population, $216,714, for a total of $433,429); Henning village (234 population, $15,921, $31,843 approximate total); Hoopeston city (5,009 population, $340,824, $681,648 total); Indianola village (257 population, $17,486, $34,973 total); Muncie village (138 population, $9,389, $18,779 total); Oakwood village (1,485 population, $101,042, $202,085 total); Potomac village (690 population, $46,949, $93,898 total); Rankin village (513 population, $34,905, $69,811 total); Ridge Farm village (812, $55,250, $110,500 total); Rossville village (1,217 population, $82,807, $165,615 total); Sidell village (563 population, $38,307, $76,615 total); Tilton village (2,686 population, $182,761, $365,523 total); and Westville village (2,945 population, $200,384, $400,769 total).
