The Madhya Pradesh Jal Nigam (MPJN) has issued a request for bids for Consultancy services for 100 MW solar and 60 MW wind generating projects using the group captive approach.

Furthermore, bidders must exhibit an average annual turnover of no less than ₹5 crore over the previous three financial years, along with a positive net worth in the financial year.

Manchester United have held talks with the brains trust behind Liverpool’s successful transfer activity under Jurgen Klopp as they continue the process of improving their own recruitment.
Mail Sport has learned that United have had discussions with Ludonautics, the sports advisory and statistical analysis business run by Liverpool’s former Director of Research Dr Ian Graham, but they are not working for the club.
Ludonautics was launched by Graham last year in an attempt to offer the data and analytical services he provided in 11 years at Anfield to other clubs.
Liverpool’s former sporting director Michael Edwards also works for Ludonautics as a consultant having rejected numerous offers to return to full-time work at other clubs.
Graham and Edwards spent 10 years together at Liverpool having previously worked with each other at Tottenham, and have been widely credited with providing the analysis which led the club to pursue bargain signings such as Mohamed Salah, Sadio Mane and Andrew Robertson.
It is unclear whether United made a formal offer to engage Ludonautics, but they are not currently working for the club. Sources at Old Trafford told Mail Sport that United maintain an on-going dialogue with a number of data and analytics providers to ensure they are fully informed about the latest developments in a rapidly evolving sector.
United’s recruitment has been widely criticised in recent years and has been earmarked as a priority area for new minority shareholder Sir Jim Ratcliffe, who is taking steps to improve matters.
In addition to the appointment of Omar Berrada as chief executive and moves to poach Dan Ashworth from Newcastle as sporting director, United also want to recruit a technical director and performance director to work under him.
Ratcliffe’s other sporting interests prioritise the use of data, most notably the Ineos Grenadiers cycling team, and that is regarded as another key area where improvements can be made at United.
Ludonautics have been appointed by several clubs across Europe to provide bolster their recruitment departments in the last few months, but do not disclose their list of clients.
United and Ludonautics declined to comment.

Renewable Power Corporation of Kerala (RPCKL), a joint venture of Kerala State Electricity Board and Solar Energy Corporation of India, has invited bids to select a project monitoring unit (PMU) to assist in developing a 100 MW grid-connected ground-mounted solar power project at a proposed solar park in Kasaragod, Kerala.
The last day to submit the bids is February 29, 2024. Bids will be opened on March 5.
Bidders must submit ₹270,000 (~$3,250) as a bid bond.
The selected bidder must submit 5% of the contract price as performance security within 14 days of issuing the letter of award.
The PMU’s responsibilities include closely monitoring the project’s progress, tracking milestones, preparing tender documents, and ensuring adherence to timelines. The PMU will consist of a dedicated five-member team led by a team leader who will coordinate activities, brief stakeholders, and attend higher-level meetings.
Additionally, the PMU will exercise control over project personnel, manage key performance indicators, develop milestone tracking systems, and oversee various infrastructure developments such as transmission lines, substations, roads, and common facilities.
Furthermore, the PMU will manage risk, monitor budgets, implement quality control protocols, establish documentation systems, report progress regularly, engage stakeholders, assist in obtaining environmental clearances, explore data collection tools, advise on skill development, ensure project integration, and oversee project closure and reporting.
Bidders must have prior experience in solar projects with government, quasi-government agencies, state nodal agencies, public sector undertakings, or reputed limited companies.
They must have a team of employees engaged in solar energy sector projects, advisory, and consultancy, evidenced by declaration on letterhead. A workforce with experience in the construction of Extra High Tension substations or green belting will be an added advantage.
The cumulative turnover of the bidders in the last two financial years only for consultancy services should be ₹20 million (~$240,786).
They should have a positive net worth for the last two financial years.
If the selected bidder fails to complete the work within 24 months from the date of execution of the agreement, liquidated damages will be charged at 2.5% of the contract price for each month of delay until actual delivery. The maximum deduction will be 10% of the contract price.
Earlier, the Kerala State Electricity Board had invited bids to empanel solar developers to set up 100 MW of grid-connected rooftop and ground-mounted projects.

A 24-year-old woman planning to pursue her masters abroad has been duped of Rs 2.5 lakh by an education consultancy firm which assured to prepare the requisite documents and facilitate her admission to a college in Italy.
The woman, identified as Smruti Khanduala, works for a software company in Mumbai. She lodged a complaint against the consultancy firm, based in Pune’s Viman Nagar area, at Vimantal police station on February 3, based on which police registered an FIR against four office-bearers of the firm under relevant sections of the IPC pertaining to cheating, forgery and counterfeiting.
The Pune City police arrested two people associated with firm and launched a probe into the suspected racket as they believe that the firm has cheated a large number of aspirants in the same manner.
It all began in December 2022 when Khanduala approached the firm, which informed her that as per her finances, it would be best for her to pursue a masters degree in Italy as the country provides a 100 percent scholarship which covers tuition fees, rent and food expenses. As the process began, between February and June 2023, she paid Rs 1.5 lakh to the firm as service charge.
“They first charged Rs 50,000 for my offer letter from the university, another Rs 50,000 for scholarship documents and another Rs 50,000 just to provide a Visa checklist. I asked them if it is necessary for me to complete my Visa application through them, to which they said if I don’t, they won’t help me if any problem arises later,” said Khanduala.
She received an offer letter for a course in International marketing and business management but did not get her scholarship letter or visa. After shelling out Rs 1.5 lakh, the consultancy told Khanduala that though the university will provide scholarship, her application won’t come through if she did not have Rs 10 to 15 lakhs in her bank account. She proposed to take a loan for the same.
“They told me they have tie-ups with all the banks across India, which can provide financial assistance. They told me not to worry and assured to take care of the procedure,” said Khanduala. She made a fourth payment of Rs 50,000 for third-party service.
As the appointment for her Visa interview approached in July 2023, she asked for the bank documents the consultancy was completing on her behalf but the firm didn’t provide anything. They asked her to reschedule her Visa appointment from July to September, then from September to October 30, alleged Khanduala.
“My mother got angry with these repeated delays and warned the consultancy to finish the procedure 15 days prior to the Visa appointment scheduled for October 30. Before October 30, I went to collect my documents and noticed a lot of spelling mistakes among other things. I told them to fix it immediately,” said Khanduala.
One day, Khanduala alleged, when she visited the office of the firm, the person in the office told her he was going to the bank. However, he went into one of the cabins in the office. “The room I was sitting in had a screen which showed CCTV footage of all cabins. I saw him take a stamp from a drawer and stamp all my documents himself. When I asked him about it, he handed me the documents and asked me to submit them for my Visa process. He told me to do as directed or lose all the money I had given so far,” she said.
Khanduala said she appeared for her Visa interview and submitted the documents prepared by the consultancy. Three months later in January, she received a letter stating that her Visa had been rejected due to ‘doubtful’ financial documents. The embassy asked her to re-submit the requisite documents on February 2.
On January 31, Khanduala met officials of the crime branch of the Pune City police. On a call at the time, the consultancy asked her to forge fake documents and to show a balance of Rs 13 lakhs, instead of Rs 3,000, in her mother’s bank account.
On February 2, Khanduala, accompanied by a police officer who posed as a decoy student, went to the firm’s office, where she was taken to a cabin and asked to forge signatures as a bank manager.
“They made me do 20-30 signatures on blank papers and got angry because they didn’t all look the same. One of them got very angry and started signing the documents herself. I texted the police and they were caught red-handed,” she said.
An officer from Vimantal police station said, “We have booked four office-bearers of the firm that claims to be a consultancy for admissions abroad. We have arrested two of them. We have reasons to believe that a large number of people may have been cheated in the same manner. Investigation is underway.”
Khanduala said the firm does third-party procedure for all students, most of whom don’t know what is being done in their name. “Another catch is they refuse to provide scholarship documents to students until we send a positive testimonial video saying they are really nice and help us a lot.”
The Instagram page of the consultancy is full of such testimonial videos, with names of the students erased and comments section turned off. The Indian Express tried to contact the consultancy but the number provided by them does not work.
The Tamil Nadu Cements Corporation (TANCEM) has invited bids from consultants to prepare a detailed project report (DPR) to install a 20 MW solar power project at Alangulam Cement Works in Virudhnagar district.
The last date to submit the bids is February 19, 2024. Bids will be opened on the same day.
Bidders must furnish an earnest money deposit of ₹10,000 (~$120).
TANCEM plans to meet the energy requirement of its Alangulam cement plant, with a production capacity of 200,000 tons of cement per annum, with the solar project.
The selected bidder will be tasked with the preparation of a DPR for the installation of the solar project within 30 days from the date of the work order being issued.
The scope of work includes a techno-economic feasibility study, which will outline the feasibility of the land site, the technical feasibility of the solar project at proposed locations, the technical assessment of land, utilities, and technology, and the financial viability of the project.
Only Indian firms that are in operation for at least three years are eligible to submit the tenders.
The eligible bidders must have an average turnover of ₹3 million ($36,144) in the last three financial years. They should also demonstrate experience in project management of ground-mounted solar projects with more than 20 MW capacity, with either one project of ₹4 million ($48,192) or two similar projects of a minimum of ₹2.5 million ($30,120) each.
Only bidders with a net worth reflecting positive growth in the last three years are eligible to participate in the tender.
Last July, the Cement Corporation of India invited bids to install and commission 1MW of grid-connected solar projects at its Bokajan factory in Assam.
