
An outline planning application was lodged by Rumford Ltd for the development to be built west of The Street in Dilham.
The proposals included six two-bedroom and four three-bedroom properties, with four of the two-bedroom homes designated as affordable housing.

The layout of the development near North Walsham aimed to encourage a greater sense of community, with the homes designed to resemble traditional rural agricultural buildings.
In a planning statement, the applicants said the development would “help support the rural community of Dilham and the surrounding area” as well as “help to keep local services and facilities economically viable”.
Many locals expressed concerns over the proposals, with 19 out of 20 public comments stating their objections due to inappropriate development, impact on the village, and strain on services among other things.

One person said: “While I recognise the importance of housing provision, this proposal is wholly inappropriate for its location and would have a lasting detrimental impact on the character, infrastructure, and community of Dilham.”
Another commented: “This development is out of proportion for the village, and will lead to drainage, and traffic issues in a village with limited rural infrastructure.”
A third person expressed concern over parking, saying: “The limited on-site parking proposed is insufficient, meaning overspill parking will further restrict road safety and access for emergency vehicles.”

Outline plans were refused by the North Norfolk District Council, with the decision notice stating that the location was considered “unsustainable” due to a lack of meaningful nearby facilities, services and public transport links.
The notice added that the affordable dwellings only represented a small proportion of the proposed development and that the homes would not contribute to enhancing or maintaining the vitality of the rural community.
