The children’s home plan, on Chiltern Drive, has been submitted by applicant Anjum Design, with papers saying the change of use would offer a “safe, family-style home environment” for the children.
A planning application says there would be no external changes to the bungalow, with the property retaining its “residential character”.
Internal changes would provide “appropriate children’s bedrooms” as well as a staff sleep-over room and communal facilities.
The care home would have a registered manager on-site during office hours of 9am to 5pm, Monday to Friday.
Two carers would provide continuous support through structured 12-hour day shifts and night shifts, between 8am and 8pm respectively.
The application says: “The development plan seeks to create sustainable, inclusive communities and to meet identified housing and care needs, including provision for vulnerable groups such as looked-after children.
“The scale of use – two children, carers on shift – is no more intensive than a typical family home.
“Staff shifts – two per 12-hour cycle – result in minimal vehicle movements [and there would be] no significant traffic or highway safety impacts.”
Papers also say the registered manager would provide “robust oversight” of the facility, while 24-hour staffing would ensure “children’s needs are fully supported”.
The care home would receive Ofsted and Care Quality Commission (CQC) regulation to ensure compliance with rules and procedures.
The application adds: “The proposal seeks to ensure that the property provides a safe, family-style residential environment whilst maintaining the character of the neighbourhood.
“The property will continue to operate in a way that is residential in character, with activity levels comparable to a small family home.
“The arrangement prioritises safety, supervision, and homeliness, consistent with Ofsted requirements for children’s homes.”
The plans will be reviewed by Bury Council planners at a later date.
